EMPI 43-5681-0 is an F16 emulsion tube for IDF-style carburetors, fitting Weber 40/44/48 IDF, 48 IDA, and DCO/DCOE carbs, EMPI 40/44 HPMX and EPC 48/51 carbs, and PMO carburetors. PMO specifies the F16 in its 46mm street carburetor set for 3.2 to 3.4 liter Porsche 911 engines (PM-O805-0), where it runs with 38mm chokes, 155 main jets, and 180 air correctors. On VW builds, it is an alternative to the F7 and F11 tubes most engines start with.
EMPI offers its 61450-series tubes from F2 through F16 for these carbs, and lists the F16 with Weber reference .181. Because the F-numbers don't follow a rich-to-lean pattern, compare an F16 to your current tube on the engine with plug readings or a wideband. The tube sits in the main well under the air corrector, blending air into fuel from the main jet.

Installation & Tuning Notes
Change tubes in every barrel at once and leave the jets alone in that session so you can see what the tube did. Tune the air corrector before deciding a tube change is needed.
